(1)Will you 〜 ？
「〜してくれませんか」、「〜しませんか」と相手に頼んだり、誘うときに、Will you 〜 ？で聞く。

Will you open the window?   (窓をあけてくれませんか。)

(2)Shall I 〜 ？
「(私が)〜しましょうか」と表現するときは、Shall I 〜 ？を使う。

(3)Shall we 〜 ？
「(一緒に)〜しましょうか」と表現するときは、Shall we 〜 ？を使う。

　 Shall we dance? (一緒に踊りましょうか。)

　No, let's not.		 (はい、そうしましょう)
(いいえ、やめましょう。)
